Mastercard and the National Bank of Ukraine agree on a cybersecurity partnership.

Mastercard and the National Bank of Ukraine have entered into a Memorandum of Understanding (MoU) to fortify cyber resilience throughout Ukraine’s financial sector.

The MoU is structured around three main objectives: promoting cybersecurity best practices, sharing data on current threats to enhance risk assessment and planning, and bolstering expertise in threat prevention, incident response, and secure digital practices.

Additionally, the agreement aims to implement international cyber protection standards and further digitalize financial services within Ukraine.

Expanding on the existing partnership

This MoU follows a previous Memorandum of Understanding between Mastercard and Ukrainian authorities, signed in November 2025. That agreement was focused on initiating a Digital Country Partnership to speed up Ukraine’s digital transformation through Mastercard’s expertise in payments development, digital infrastructure, and cybersecurity.

The latest MoU specifically targets the financial regulatory and supervisory domain, building on this existing collaboration.

Mastercard has been operational in Ukraine for 30 years, playing a key role in developing its digital economy. Ensuring cyber resilience is especially crucial given the ongoing need to maintain continuous financial services in the current environment.

From the NBU’s perspective, this partnership aims to enhance institutional capability against modern cyber threats. A Mastercard official highlighted that partnering with such a significant international entity will elevate the protection of Ukraine’s financial infrastructure.

This agreement underscores a broader trend where central banks and regulatory bodies are seeking structured collaborations with global tech firms to tackle increasing cyber complexities targeting financial systems. For Mastercard, this partnership strengthens its engagement in public sector work and solidifies its role as a cybersecurity provider for governments and financial institutions.
