Bank of Ghana has imposed a one-month suspension on remittance partnerships with Flutterwave Inc. and Cellulant Ghana, effective from 18 September 2025. This decision follows breaches of the Central Bank’s Updated Guidelines for Inward Remittance Services for Payment Service Providers (PSPs) 2023.
The suspension is due to unauthorized remittance activities conducted by these PSPs on behalf of Money Transfer Operators (MTOs), including Send App, TapTap Send, and Top Connect. As a result, all previously existing collaboration agreements between the affected PSPs and MTOs have been halted.
Future Compliance Expectations
Following the suspension period, companies must seek re-approval before resuming their operations. Bank of Ghana urges all market participants to strictly adhere to the new Updated Guidelines and relevant foreign exchange regulations, emphasizing that non-compliance may result in further regulatory sanctions.
