Vietnam has introduced a national permissioned blockchain platform called NDAChain, aimed at securing and verifying critical sectoral data.
Managed by the Data Innovation and Exploitation Centre within the Ministry of Public Security and developed by the National Data Association, this platform is scheduled to be fully integrated into the National Data Centre by 2025’s end.
Purpose and Integration
This initiative follows Vietnam’s expansion of its digital infrastructure, serving a population over 100 million people. NDAChain will function as a decentralized verification mechanism for sectors such as e-government, finance, healthcare, logistics, and education.
Technical Features
NDAChain operates on a Layer 1 blockchain model using a Proof-of-Authority consensus algorithm. It is bolstered by Zero-Knowledge Proofs for enhanced privacy and security, supporting up to 3,600 transactions per second.
The platform includes a consortium of 49 validator nodes managed by public agencies and domestic enterprises such as SunGroup, Zalo, Masan, MISA, Sovico, and VNVC. Each node maintains a distributed ledger, executes smart contracts, and incorporates digital identity verification features linked to VNeID and other national ID databases.
Applications
NDAChain supports NDA DID, a decentralized identity solution that facilitates real-time verification of identities during digital interactions via the NDAKey mobile application. It also underpins NDATrace, a government platform for product authentication and traceability adhering to GS1 standards.
NDATrace is interoperable with the European Blockchain Services Infrastructure (EBSI), enabling Vietnamese exporters to meet international traceability requirements.
Future Plans
Authorities plan phased expansions of NDAChain into local government bodies and academic institutions by 2026. Future stages will focus on developing specialized Layer 2 applications, workforce training, and fostering international partnerships.
